Albania is spearheading United Nations reform at the country level. The success of Albania’s experience will impact how countries in the region and around the world pursue UN reform at country level. The Government of Albania and United Nations marked an important milestone in the UN reform process in the country by signing the One UN Programme on 24 October.

Discussion with visiting Representative - Carrie Auer. One Programme due to be signed on October 24th No Spanish funding was received for the first two proposals written

Issues outstanding:

  • Representation: need for access to Government (voice for children), and also access to donors (if not a fully-accredited Representative, both would be constricted) I reassured her that the talk of Country Directors seems now to have stopped even in Viet Nam, mainly because it is inconceivable for the Specialised Agencies
  • Criteria for allocating funds - Promised to share WFP paper and experience from other countries
  • RC accountabilities - Promised to share the latest thinking we have for the IASG

Question: does there really need to be as heavy a process in the Albania / Uruguay / Cape Verde situations as in the bigger countries? It is even more onerous for these small countries.
