The UN System in Bangladesh decided to implement its own home-grown reform strategy in 2006. While not formally a UN reform pilot, the Country Team felt the need to respond to change, while remaining within the confines of the existing legal framework. The two year strategy aims to strengthen UN coordination across four areas: toward “One Programme”; UN normative and analytic work; behaviours among UN agencies; and common systems, services and premises.

  • This report captures results halfway through implementation of our reform strategy.
  • Despite sincere efforts, more results were planned than delivered in some areas. Delivering as one is still very challenging, often creating more work, rather than less. It has been difficult to balance overall strategic focus with UN agency inclusiveness. And the UN collaborative work environment still suffers from lack of a clear UN accountability system. Agency accountability system exists, but system-wide accountability mechanisms are inadequate. Donor behaviours proved to have a strong impact on UN reform efforts. While this impact was largely positive, sometimes mixed messages were sent.
  • Implementation of the reform strategy will continue in 2008. The work plan for the coming year includes implementation of joint programmes; joint review of development results; and a widening of our Code of Conduct to all staff involved in interagency collaborative work.
