UN Bhutan is implementing a common CPAP since 2008 covering activities of 14 UN agencies ( both resident and non-resident). During the formulation of the UNDAF followed by the common CPAP we have had five UN theme groups responsible both for the formulation and implementation of the action plan. I am sending you a TOR of such an internal group within the UN on poverty reduction. Hope this is useful.

Currently, they are in the process of expanding these theme groups to include key government implementing partners and also revising the TOR a bit based on the lessons learnt from the first year of the CPAP implementation. We expect the joint theme groups to be co-chaired by the Government and the UN lead agency. We can share the updated TOR once it is finalized, if you are interested.

Have developed a common CPAP despite some rather misleading advice from facilitators (e.g. UNFPA Dep Rep from India who said the c-CPAP cannot have agency-specific activities; and who also said that everything in a c-CPAP has to be a joint activity.

Agreed that the lead agency cannot be the only agency to talk to a Department in Government – UNICEF may have different technical input which is vital. Also reached agreement that if a joint workplan has to be changed, all have to agree.

The RC in Bhutan also had some slightly unique ideas, including that the c-CPAP would be developed one for each agency (i.e. it is a common format, but contents different for each agency).
