The Australian Government (AusAid) have proposed to the UN in Kiribati that the (large) unspent balances of its bilateral assistance to Kiribati be programmed through the UN. The RC for the Pacific Islands welcomes the idea, wanting to set up a very light mechanism to make it possible. The programming aspect is a little complicated by the UNDAF covering all Pacific Island Countries, so a subset will have to be identified as a mini-UNDAF for Kiribati.
The Australians are experimenting in Kiribati (i.e. this is not an official change in policy), but it reflects them being impressed about the One Office initiatives in Pacific Island countries (where one ExCom agency represents all three).
from Mark: The email from the RC (see attached) includes one thing I have to react to: the One Fund in Viet Nam is precisely not an MDTF, and is (so far as I can tell) exactly what they need in Kiribati - a Joint-Programme modality for channeling funds from one (or more, if they choose) donor(s) to a pre-determined UNDAF (or UNDAF-subset, I guess, for Kiribati as the UNDAF is for all Pacific Island countries except PNG).
