(from EAPRO RMT) There is a big emphasis on aid effectiveness - there is even a local "declaration" and action plan. This is pushing the UN towards UN coherence. The challenge is contributing to upstream work. Half the child population is malnourished which gives an issue for the UN to coalesce around.
