Background
The UNCT in Mongolia presents a stocktaking report of its experience as a self-starter country on “Delivering as One”, noting that Mongolia has not been formally designated as a pilot country for Delivering as One.
Part 1: Overview of progress in 2007 and 2008
• Goals and expectations set at the beginning of the process
In response to the Report of the UN Secretary-General’s High Level Panel “Delivering as One” and to speed-up UN reforms at the country level, in December 2006 the UNCT Mongolia agreed on the key principles and instruments to move towards “Delivering as One UN” in Mongolia.
In 2007, the UNCT prepared a position paper on “Delivering as One UN”, with full participation of all agencies including non-resident and specialized agencies. This was fully endorsed by the Ministry of Foreign Affairs, the main UN counterpart, and provided the basis for reengineering the UN coordination mechanisms for programme harmonization and coherence.
The UNCT Mongolia agreed that the UN coherence process should apply the following broad principles:
• The process will be inclusive and consultative including all resident and non-resident agencies from the beginning.
• The 2007-2011 UNDAF, endorsed by the Government of Mongolia, will form the basis for One UN Programme during this period.
• Reforms will be gradual, incremental, pragmatic and programmatic. The pace will be determined by the pace of harmonization at the HQ level.
• UN reforms will require leadership from the Government, discipline among agencies and effective communication with UN staff, as well as close coordination with the donor community.
The Ministry of Foreign Affairs fully endorsed the approach to “Delivering as one UN” and indicated the government’s commitment to support the UNCT in moving ahead with the process.
