Tanzania is one of four countries in Africa piloting the Delivering as One reform along with Cape Verde, Mozambique and Rwanda. Albania, Pakistan, Uruguay and Viet Nam are also among the first pilot countries to implement the One UN initiative at country level in 2007-2008.

The report of the Secretary General's High-leve Panel on System-wide Coherence (November 2006) forms the basis of the UN Reform. It sets out practical recommendations on how the UN can become more effective and efficient in its delivery of support at the country level.

The first was a proposal for a common country programme document in lieu of agency specific CPDs;

Common Country Prog. Proposal part 1

Common Country Prog. Proposal part 2

the second was the proposal of a United Nations Development Assistance Plan (UNDAP) which is a consolidation of both the UNDAF and UNDAF Action Plan.

In her statement, Ambassador Taj emphasized that the Government of Tanzania were not seeking to preempt the discussions in the General Assembly on a common country approval process. The reaction of member states was strongly supportive. There were statements representing about 30 member statements by DRC, on behalf of the African Group members of the Boards and by Ireland, on behalf of a cross regional group of countries. The statements were unanimous in their strong support for the Tanzanian government’s proposal, with no member State expressing any difficulty with the proposed approach.
