In Costa Rica we are taking (initial) steps towards joint programming. During the year, UNICEF has emphasized at the UNCT and ExCom Representatives' meetings, that we wish to start building coherence from the programmatic aspect. We now have three working groups in place: one consisting of the three Representatives (UNDP, UNFPA, UNICEF), another with Officers of the three, and one specific group of UNICEF and UNFPA to prepare a joint programme on HIV-AIDS.
Coordination is labour intensive, which is why for now we are aiming at having at least one joint programme in our CPAP 2008-2012 (the one with UNFPA). We have agreed at the Representatives' group, on a list of activities we may choose for joint programming or other types of (less structured) cooperation during the implementation of our CPAPs. (The CPAPs are being prepared separately but we plan to sign them with the Government in a joint ceremony.)
